The policy review conducted by KPPOD is very interesting to observe further in relation to regional innovation system. In Indonesia, the regional innovation system is not new in the public discourse of economic development in Indonesia, especially since the regional autonomy system has been implemented since 2001. The regional autonomy system has encouraged local governments to innovate, such as the cost of free medical treatment, help for pregnant women, free education fund , One Stop Service (OSS), and many other innovations. The question is how about regional innovation in terms of economic development?

According to KPPOD there are several conditions for regional innovation to be successful: first, the role of Provincial Government and District / City Government which is the liaison between the academic side and the private sector in developing innovation; Both Provincial Governments and District / Municipal Governments may subsidize those who have made technological innovations and product innovations by means of a public tender so as to be known to the innovator from the region and outside the region, provided that a production process is inevitable in the area.

For example, innovations in the processing of animal waste that can be used as fertilizer, even possible the innovator has an idea in outline only (simple patent) and then the development of machines done by universities-private-government. But, efforts to bridge the communication must make the government as the spearhead (catch the dynamics of community ideas and then process it into real innovation).
